Many people with learning disabilities who have music concerts was intimidated, is a nonprofit organization, said.
Mencap says that 29.2% of respondents to a survey of members of the public had been abused.
The organization claims circumvent concert halls and fans with bullying and ensure that people are calm with learning disabilities.
The founder of a small local music association called the survey results "alarming".
300 people were interviewed to learn with disabilities between 18 and 35 in age.
It was also found that 12.5% of people who have been denied entry because of their disability, and almost half of the respondents feel uncomfortable asking employees to local music help.
One of the respondents, 24, Kelsey Ramsey said he was abused by a man when she volunteered at a music festival.
Romford residents said R-word "before" I called, "and I know the people making comments about me and what I look like.
"This makes it difficult to continue to do the things I love.
"I want to go to be able to and do the same things other people my age, but most often feels impossible."
The head of the campaign Mencap, Ross Anna Trudigan, said: "The reality is that if you are young and have a learning disability is likely to be like music of something as universal blocked because of fear personal or public attitudes."
The organization called more of people will come in their stooges - regime , in which to spend members of the public with people with intellectual disabilities to events such as concerts, time to volunteer.
Mark Davyd, founder of the Music Office Trust, working with small and medium sites, said: "It is very disturbing back 29%, which is pretty outrageous.
"There is a small problem [in small towns] than in larger places ... small independent community they are concentrated."
Mr. Davyd, which also runs a charity music that works with young people with disabilities, said: "I am very taken about the kinds of activities in this area.
"It is something we would be keen to explore with Mencap."
